Singapore's Infocomm Media Development Authority (IMDA) has signed a memorandum of understanding with Microsoft to launch AI CityXchange, a framework for developing and testing safe AI applications in urban environments. The partnership signals Singapore's continued bet on co-regulation over strict prohibition, aligning with a major technology company to define safety standards rather than letting legislation lag behind innovation.
Under the agreement, Microsoft will conduct adversarial red-teaming on AI systems deployed through Singapore's Smart Nation infrastructure, including simulated attacks to identify manipulation risks. Regulatory sandboxes will allow new AI applications to be tested in real-world conditions before public deployment. The partnership also extends support to Singapore's AI Verify programme, the world's first AI governance testing toolkit, helping companies demonstrate algorithmic fairness and absence of bias.
